Eligibility is based on household size and gross annual income, or categorical eligibility.
Families or individuals with a gross annual income at or below 60% of the State Median Income (SMI).

Any household that makes direct vendor payments for heat and all members of the household participate in one (1) or more of the following assistance programs are considered “categorically eligible” and will not be required to provide proof of income.
1. Temporary Family Assistance (TFA) 2. State Supplement to the Aged, Blind and Disabled 3. Refugee Cash Assistance Program 4. Supplemental Nutrition Assistance Program (SNAP) 5. Supplemental Security Income (SSI) 6. Veterans means-tested Benefits (Pension for veterans of a period of war, Survivor(s) Pension (spouse and child(ren)), Parents’ Dependency and Indemnity Compensation).
The Weatherization Assistance Program provides comprehensive weatherproofing to the households of eligible clients to make their homes more cost effective, and reduce their heating costs. CEAP clients are eligible for the Weatherization Program. This program is administered through CET.

Operation Fuel is a private, non-profit statewide program designed to provide one-time emergency energy assistance to those households who are in crisis and whose income is at or below 75% of the State Median Income (SMI). If you do not qualify for CEAP, you may still qualify for help from Operation Fuel.
